Clinton slams Syria, Belarus at democracy meet
VILNIUS — US Secretary of State Hillary Clinton took Syria and Belarus to task for their human rights record Friday, and also warned that women must not be sidelined in the Arab Spring.
Speaking at a meeting of the Community of Democracies in the Baltic state of Lithuania, Clinton said the clock was ticking for Syrian President Bashar al-Assad, who has cracked down bloodily on protests.
"It is absolutely clear that the Syrian government is running out of time," Clinton said during the two-day session of the informal grouping of more than 100 nations.
She warned that unless Syrian authorities allow a "serious political process", they would "continue to see increasingly organised resistance".
"Right now we're looking for actions not words," she added.
Clinton said other democracies must aid those just setting out on the road.
"We believe that established democracies have a special duty to help those that are emerging because these new democracies fighting for their life," she said.
"There are vicious autocrats clinging to power. There are interest groups pretending to support democracy, and only waiting until they can assume power. This is an hour of need, and every democracy should stand up and be counted," she added.
Mohsen Marzouk, head of Tunisia's Arab Democracy Foundation, said his country's "first steps are pretty difficult".
"Tunisia needs support, the support of our friends," he added.
Clinton said women must be able to play a full part in the political systems being born from the Arab Spring.
"In the Middle East and North Africa, women have marched, blogged and put their lives on the line," Clinton said. "But they have seen their participation limited in this transition period".
"No-one can claim to be representing the democratic will if their intention is to marginalise women," she added.
Former Soviet-ruled Lithuania organised the conference to mark the end of two years in charge of the Community of Democracies, set up in 2000.
Mongolia is next at the helm.
"Justice is not negotiable. We will support democracy in North Africa, the Middle East, everywhere in the world. Human rights are natural, not cultural," Mongolian President Tsakhia Elbegdorj said in Vilnius.
The Community of Democracies' stated goal is to bolster democratic norms and practices worldwide. Its East European members are keen to share know-how built up over two decades since the collapse of their communist regimes.

The Self Winding Clock Co., in New York City, provided the clocks and Western Union, the service. They took movements manufactured by Seth Thomas and others, and fitted them with synchronizing coils and motors, to in effect produce, a perpetual, accurate clock. Just before the top of each hour, telegraph traffic would cease and the clocks would be sent a synchronizing pulse over telegraph lines which would bring the minute hand in line with the 00 position. The clocks are very inherently accurate due to an internal lead pendulum, which offers temperature compensation. The self winding mechanism, powered by batteries, keeps the mainspring wound to optimum tension, each hour. This is an example of one of the clocks, that I recently purchased from an Internet dealer of clocks. The clock was not in running condition when I received it, so I cleaned it and oiled the mechanism. Then, I had to find a power source and a source of time synchronization, that would be compatible with the old works. Back in the day, these clocks rented for US$25 per month, which included the timing service from Western Union. I found a wonderful solution, at Ken's Clock Clinic in Texas , to both power and time my clock. The batteries are replaced in their original style holders by modern batteries and a quartz crystal timing circuit, programmable on site by the user. Ken also supplied oiling and setting intructions.
