Residents continue to battle Harrisville project

Harrisville residents opposed to a large condo project beside their single-family homes have filed complaints that the condo developer is filling in the land in question beyond the level that is allowed without a permit.

Legislation permits up to a metre, or about three feet, of soil to be put on certain properties before a permit is needed.

"But there is a lot more than a metre of fill on that property," Kathy Locke, a resident of the area, says.

"Even this morning, they were still hauling fill into there. He's had those trucks going up and down the street for two months, with the dust, the dirt, the noise"

Attempts to reach C. Gagnon Holdings Ltd. or their representatives by phone Friday were fruitless. The company is currently before the local planning authority seeking the terms and conditions on which they can build five three-storey condominium buildings, comprising 120 units in total, on a single property at the end of Weston Street, just west of Harrisville Boulevard.

Weston Street is a narrow, leafy, long-established residential street with no sidewalks, curbs, or speed-limit signs and a blind hill. For decades, it's been rather isolated, which has been its charm. That's been changing with increasing residential development in the area, and the new, upscale homes being built in the neighbourhood which is located just north of Shediac Road, is not a big deal to most residents.

They just don't feel it's the proper location for large, tall condominiums and vow they'll do what they can to convince the developer to choose a different site for his investment.

"I don't want it to seem like we're whining," Locke says. "We have legitimate concerns. We just don't think that belongs there."

It seems unlikely the company will change its mind, with heavy equipment already on site and the land properly zoned for condos since the 1990s.

Residents were also hanging their hat on the type of land chosen for the development, which they refer to as a swamp or a wetlands, which would prove difficult to develop owing to regulations governing development of wetlands. However, the provincial Department of Environment said Friday the property is not officially considered wetlands.

The residents are banding together to research their options.

On Friday, they complained en masse in writing, in person and by telephone to city hall about the infilling, which they contend violates city bylaws. They received a sympathetic hearing from city officials who vowed to look into it in short order.
